What determines whether employers employ older workers? [concluded]

The central question of this research is which factors influence the recruitment behaviour of employers with respect to older workers. How do employers rate the productivity and performance of older workers and to which extent do their opinions influence their recruitment behaviour and preferences? What are employers doing within their own organisations in response to the ageing labour force and how effective are measures designed to make older workers more attractive to employers?

The results of a survey held among a representative sample of organisations in the Netherlands were used to address a series of questions and themes. We were able to use data about recruitment and selection by organisations gathered by us, and others, in the past years as well as information about ageing and the opinions of employers about the position of older workers within organisations. We also gathered data from employees involved in staff recruitment and selection. In addition to analysing the survey results, we set up focus groups to gain more insight into the role of institutional limitations (e.g. unemployment rights, the responsibility of employers in the event of illness and disability) and the possibilities of developing facilitating policy by the government and by the organisations themselves designed to strengthen the position of older workers.
